1. Make sure that you place the puppy training pads somewhere where your puppy where to find them.
2. You need to let your puppy know exactly what the pads are for. Although most are scented with a hormone to encourage your puppy to eliminate on them and not the furniture - it is always best to show them to him first.
3. To prevent your puppy always having to use the pads you should let him out for regular and scheduled potty breaks - every 2-3 hours is a good idea (although this is not set in stone and varies with particular breeds and sizes.) The idea of the pads is to use them as a house training tool so that eventually your puppy will learn to potty outside.
4. A good idea when house training is to train your puppy to use a crate. When you are out you should put him in the crate - allow enough room to stand up and turn around easily. If your puppy is in his crate he won't be running around the House having accidents that you can't find.
5. When your puppy is using the pads on a regular and consistent basis you can start moving them closer to the door that you are going to use as the door to let him out.
6. Be realistic with your training - your puppy is likely to have accidents. Only reprimand him with a 'No' if you catch him having an accident. After you have caught him in the act of having an accident say 'No' and then pick him up and place him on the pads. If you catch your puppy using the pads - give him lots and lots of praise and a treat - you want him to know that he has been a 'Good Boy'.
7. Now your puppy is regularly using the pads start moving them closer to the door - eventually you will be able to move the pads outside. Watch your puppy go outside to use them and use a cue phrase such as 'Potty Time' or whatever and use this cue every-time. This way he will begin to associate this cue with going outside.
8. Be consistent with your training and it won't be long before your puppy has been completely housebroken.
9. Don't leave paper towels on the floor if your puppy does have an accident as he may confuse these with the old pads.
10. Congratulations you have successfully used puppy pads to train your dog where to potty.
